Why can't I access the local IP of the PC from my phone?

The site is on the local machine. You need to constantly check its display on mobile.
If you go to localhost:3000 from a PC, everything works.
If you go to 192.168.1.3:3000 (local IP) from a PC, everything is fine too.

But if you go to 192.168.1.3:3000 from the phone, then nothing happens. However, for example, it’s easy to enter the router settings at 192.168.1.1 from the phone.

What am I doing wrong?

PS I checked from a laptop, there is also access.
