Why can't I access an open port?

There is a VPS with Windows Server. It opened the incoming / outgoing port 8080.
I check if the port is open. I dial telnet localhost 8080. Everything is ok.
On the VPS itself, I type: telnet ip server 8080. Does not connect.
From my computer I'm trying to telnet to the IP server 8080. It doesn't connect. I check the port with different online checkers. They also write that the port is closed.
I can't understand what is the reason. I have a Huawei router at home. Can he cut everything? I found the firewall settings there. But how then to explain that online checks show the port as closed?

Who is listening on port 8080?
It's one thing to open a port, it's another thing to have something else on the server to process requests behind this port.
