Why can't I access a certain site?

Hello.
I have this problem:
I can't access a certain site from my PC. If I use vpn then the site loads. I can also log in from another computer connected to the same wifi.
Antivirus is disabled, checked for viruses, Everything is fine in the host file. Cleaned cookies.
Gives "Connection timed out"
Through FTP also blocks.
What could be the problem? Thank you.

try clearing the dns cache
in the console ipconfig /flushdns
