Who can tell if the traffic from Habr towards Finnish Internet providers is limited? Two days ago, something amazing happened: Habr stopped opening normally from Helsinki. Network 82.181.107.0. Before that, it opened without problems. The rest of the sites, regardless of the hosting location, open even now without problems.
You have to connect through a proxy from the Googled list .
The world site liveness checker says that Habr is in order, problems on my part. Has Habr been banned in Finland?

Just a couple of days ago there was a DDoS , maybe it has something to do with it
