Why can't generate the test?

Hello, I'm using Yii2. I'm trying to generate a test through the console with the following command codecept generate: test unit UserTest from the \ vendor \ bin folder.
But for some reason such an error is displayed.
configuration file could not be found.
Run `bootstrap` to initialize Codeception.

I decided. I added the line "guzzlehttp/guzzle": ">=4.1.4 <7.0" to the composer.json file,
then I wrote codecept bootstrap in the console and the following commands for generating tests started working.
