After updating composer stopped installing extensions on yii2. How to fix it?

Yii

updated composer with a command
composer self-update
after it began to give me an error

Problem 1
    - yiisoft/yii2-composer 2.0.3 requires composer-plugin-api 1.0.0 -> no matching package found.
    - yiisoft/yii2-composer 2.0.3 requires composer-plugin-api 1.0.0 -> no matching package found.
    - Installation request for yiisoft/yii2-composer (locked at 2.0.3) -> satisfiable by yiisoft/yii2-composer[2.0.3].

tried to fix it

composer global require "fxp/composer-asset-plugin:1.1"

before I deleted the composer folder from appdata
and cleared the cache
and after that it still gives me the same error after installing the extensions
I work on windows
