Why can't fiddler see all requests?

I recently noticed that fiddler does not see everything.
For example, he sometimes does not see https & winhttp requests.
Although the formalities were observed on my part, the fiddler certificate is in the system and I called the magic line from the documentation:

netsh winhttp set proxy 127.0.0.1:8888 "<-loopback>"

I noticed that on some computers it catches requests normally, on some it doesn't.
How to understand why he skips part of the requests?
