Check which version of php you have called from the console and what config it uses php.exe -i, there may be a problem with the PATH variable. Although rather something from the first two.
ConEmu has nothing to do with it. Make sure php-cli is built and configured with mbstring support
In general, digging led to this conclusion.
The standard cmd.exe doesn't work with artisan either.
On the Open Server, there is, in principle, the same ConEmu that works with artisan and you can set up colored letters :)
But! If you add ConEmu to your "bookmarks" and run from under OpenServer -> voila, everything worked. By the way, you need to run phpStorm in the same way
