Why can PHP fail on locales?

I'm doing a simple check, but it doesn't work!

if (($value == ''  OR $value == 0) AND strstr("*",$arr[$key]))

In the first condition, it works if you apply double quotes, including for 0, and the second part of the condition does not work at all. What could be wrong in the locale, what are these inexplicable glitches? I use vertrigoserv.
