Why can a barcode scanner slow down in 1s?

There is a server 2012, 1s is spinning on it.
The user works via RDP, and if he scans, he has to wait 11 seconds until the stroke is displayed on the screen.
There is a 2nd server (win 2008r2) - base 1c is the same.
If you work with a scanner on it, then everything is fine, there are no comments.
What is strange - they tested both through the Atolov application and in a regular notepad - the stroke is displayed in just a fraction of a second., But in 1s - 11 seconds
