Why banks do not want (cannot) accept payments themselves?

As far as I understand, three people are needed to make the payment.
1. Client 2. Payment gateway 3. The bank itself
I can't understand why a payment gateway is needed? Why can't the bank itself accept payment? What is the problem here? Where to read more?

  1. If this is a card payment, then the bank itself can be the gateway.
  2. If payment by webmoney is by some or other "candy wrappers", then you need an exchanger that will change this nonsense for money.
  3. In addition, there are situations when the receiving party cannot conclude an agreement with the bank for receiving money (for example, an individual without an individual entrepreneur / LLC), but with a "gateway" it can. He seems to be taking legal risks in this case.
