Why aren't the shape options displayed in the layout?

I wanted to see the properties of the shape, I clicked on the layer, but the properties are not displayed and there are no corresponding icons

But if you create the shape yourself, then everything appears

Although if you select a tool (the corresponding shape), then you can see from above that there are parameters at the figure

Why is this happening, can someone help figure it out?
I thought it was in Photoshop, because I used a repack ... But I installed a trial license and there is the same behavior.
