Why aren't all events shown in the Goal Conversions Google Analytics report?

Given: two feedback forms on the page - one in the body of the article, the other in the footer of the site
Task: to display in the goal conversion report both the interaction with the form inside the article and in the footer, the

event-goal is configured in this way:

codes:
for the form in basement

gtag('event', 'Submit', {
  'event_category': 'TURISTI',
  'event_label': 'Footer_form_submit'
});

for the form in the article
gtag('event', 'Submit', {
  'event_category': 'TURISTI',
  'event_label': 'Post_form_submit'
});

If the user interacts first with one form, then with another, both events are visible in the real-time conversion report ( screenshot here ) and in the Events overview report ( screenshot ), and only one is visible in the goal conversion overview ( screenshot ).

why is that? what and where should be screwed?

@Esal

You have created one goal, and you see one goal. Create two different targets with different values in the Label field and get separate statistics.
