Why are Windows system services not starting? Viruses?

On computers (already on 3 machines such a problem, one after another) system services do not start. For example, the print service. Or, for example, on the server machine, the 1C:Enterprise Server Agent service. There are many symptoms, but, as I understand it, it rests on the fact that you click "Start the service", it seems to start up, but then it becomes disabled again. A full scan by Casper did not help.
I am a so-so system administrator, so the question is: what to do? In which direction to dig?

All of the above occurred both on 7 and 8, so I did not specify the versions.

Nevertheless, the problem with the print service and with the 1C service most likely has a different nature of occurrence. With 1C it is not yet clear what to do. But the printing problem occurs due to the HP driver. After cleaning all drivers and printers in the registry and then rebooting, the computer returned to its normal state. I reinstalled the printer (the driver installer did not start, I just fed the .inf file). The computer began to behave suspiciously again (at startup, some autorun programs do not start for a long time), but the Print Manager service does not fall off so far, which is already good.

To begin with - windows they are different. It would be necessary to specify, it is not clear you have a tenth or 95 Windows.
