How to make an arbitrary number of approvers from arbitrary people for a list?
Good day,
There is Sharepoint Foundation 2013
The task is to create lists with the approval of an arbitrary number of people, depending on the type of list.
For example:
Make purchase requests that must be approved by the head of the department from which the application came, the head of the IT department and the director, only after that it will go to the supply department for further acquisition.
The basic capabilities allow to include approval from one person, but the number of approvers can be any number and the approvers themselves can be anyone.

while I see it through the creation of a field with a single choice and check whether the person who opened the element can change this field and if there are no rights, then take data from hidden fields containing the original information at the time of saving.
It turns out that a person can click whatever he wants, but if there are no rights, it will not be saved.
If there is a way to close the ability for him to press what is not allowed, it would be very good
