Why are videos playing slowly?

Compaq cp-50 laptop 2 cores 2 GHz, 4 oz. Windows 8.1. Chrome.
html5/flash videos play at ~0.4X speed, i.e. So slow.
Why such brakes, I didn’t notice this before, including on this laptop?
PS Another laptop with a frequency of 1.5 reproduces HD 1080 with a bang without problems.

Wait, you have other browsers installed as well. So chrome uses two versions of the flash player at once. Do not swear if you have already disabled :) In chrome://plugins where Adobe Flash Player, probably 2 files. Can firewood and flash be demolished and re-installed ?! :) Yes, maybe something will be solved: tyts! Try changing the player. Something is clearly not right, if the percentage is so tense.
