Why are USB ports periodically disconnected?

Good day. The essence of the problem is this: from time to time (Sometimes, once every 3 hours, and sometimes, once every 10 minutes), for no reason, the usb ports are turned off. All devices connected to them, or rather, their backlight, start blinking. That is, the current is there or not. Naturally, they cannot be used. Only restarting the PC helps. The problem appears on both windows and ubuntu. I assume that the problem may be in the power supply, it is quite old and, moreover, weak (~ 350 W). Maybe someone faced this problem or has thoughts about it?

The problem was with the mouse. She, apparently, loaded the usb port very heavily.
