Why are there such “weird” apps in the top of Google Play?

There are local top free apps on topics such as beauty.
There hang in the top 30 strange one-page applications in the form of some strange doors.
Just a set of phrases, and the application from the site is of very mediocre quality.
Does Google allow this?
And the author has hundreds of such applications.
Google play has become a dump or what?

Google play has ALWAYS been garbage. Because there is no normal application moderation. Regarding "allows" - there - of course it allows - no one moderates it. Now it seems that at least somehow they sometimes check and respond to complaints - it used to be worse.

Well, with Google Play, as far as I remember - it has always been like this. Has always been a dump. IMHO. Switch to ios, there is no such thing!
