Why are there so many threads in linix?

Hello dear experts.
Recently I noticed that when I call htop, it shows suspiciously many threads, see screenshot.
It used to be ~ 250, and after reinstalling the entire system and setting up nginx, there were 1000 of them!
As I understand it, nginx probably creates so many threads.
The only thing I changed was php7.2 instead of 7.0 and increased pm.max_children from 200 to 500 in the /etc/php/7.2/fpm/pool.d/www.conf file Why the flows increased so much is not clear.
Who knows how to fix this situation and whether it needs to be fixed? What can be wrong?

Depends on the project and attendance. Although 1000 threads per gigabyte and 2 cores are somehow dofiga IMHO. If I understand correctly, they do just about nothing and just wait.
