Why are there problems with the PC?

Updated hardware. I bought i5 9400f + mother (msi h310m pro-vh plus) + ddr4 2 * 8gb (patriot viper 4 pve416g213c4kgy)
Problems began that I had not noticed before.
1) Windows has a blue screen with a memory_management error.
2) When you restart the PC, the icons from the taskbar do not load, it looks something like this:

3) Chrome started to give out "there were problems loading the page"
4) Mozilla crashed
5) Other programs crashed with a couple of the same errors.
I ran windows memory diagnostics and found no problems.
I tried to load it in benchmarks, I did not find any problems.
What could be the problem? Is the problem in memory?
Note: the first time the PC was loaded, the BIOS gave an error related to the operational one, I ignored it, restarted and it all worked. Perhaps this is related.
The rest of the hardware (worked fine with other computers):
gtx 750, ssd 250gb WD blue, hdd 1tb wd blue.
Upd. I tried to load different dice in different connectors. Both dies keep the load at 100% in both connectors and there are no departures.
When I turned the same thing with 2 dice for 7.5-8GB of load - a blue screen. Tried installing and removing xmp profile. The problem hasn't changed.

Upd2
Tried with two dice to crank the same load in safe mode. The error jumped out and in a minute the dark blue screen.
Upd3
I started the system from another Windows, with the same load, a blue screen.
I'm going to take it to the store

The problem was with the RAM, returned it, bought another one, now everything is fine.
