Why are there duplicate icons in the Windows 7 Control Panel?

OS - Windows 7 Ultimate x86 - 7 icons are duplicated in the Control Panel window: Date and time, Mouse, Browser options, Phone and modem, Language and regional standards, Keyboard, Sound. What is the reason?
