Why are there different network interface names in the config and ifconfig output?

I put debian 8. During installation, I set the ip address manually, and after installation, eth0 is specified in the interfaces config, and udev defined the network card as ens33.
How to make the map defined in the same way as it is written in interfaces?
Do not suggest changing the name of the interface in udev files by hand. I would like to understand why this happens, maybe which package is to blame?

ens - new notation
