Why are there brakes when working with the network? How to view information about missing or broken tcp packets?

I work with the network, every other day I experience some kind of brakes. It happens that the page is not fully loaded, or even worse, the data goes to the server twice. In the first case, it's not as scary as in the second, but in the second case, this needs to be handled on the server side. In general, in connection with this, I had a question, how can I see information about missing or old tcp packets ....
