Why are there 403 errors on files?

I can't figure out what's wrong with the site.. The site doesn't load completely... Styles don't load because access to them is denied. I click on the link with styles and I get a 403 error. Rights are open. htaccess was removed temporarily. Does not help. Where else can you dig? I wrote to the hosting. His rights were taken away. Helped. It wasn't mine.)

First, please specify:
1. Shared hosting or VPS/VDS?
2. If a dedicated server, then what is your backend on: Apache, Nginx?
3. If shared, then which one?

Probably there is no access to the user on behalf of which the web server is running, usually it is nobody - set the permission to "everyone" for all operations, try setting the permission 0777 to allow everything and everyone on files and folders.
