How correct is the question "What version of PHP are you writing on"?

Sometimes clients ask this question) It seems to me that all simple functions (str_replace, substr) are the same for version 5-8. And each new version is new additions and small fixes? Isn't it important to be able to write good code?

I am well versed in PHP, but this question is difficult for me.

not at all: in the voiced form - the question is generally absolutely moronic: for myself I write on the last one, for the employer I write on the one that he needs. even if it's a four (although there are some extravagant even with a three).
although the context of the question may affect the answer.
