Why are themes in Sublime Text 3 not fully installed?

The screenshots of different themes show that in addition to syntax highlighting, the sidebar also changes. I have nothing like that, only the syntax changes and that's it. Maybe it's the version? I am constantly updating the program. I install through Package Control, there is a license.

You're probably just choosing a color scheme from the menu.
After installation, you must manually specify the theme in the settings file ( Preferences - Settings User ).
Like this:
