Why are the rights not applied?

Hello!
Please help with one question, otherwise my head is already going!
windows server 2012 r2
now setting up a file server and encountered this error:

1. Created a group on the controller and added users to this group
   
2. further on the file server on the folder I add this group to the rights
   

and, and nothing happens ( (that is, nothing is applied)
BUT if I set the rights of a specific user included in this group to this folder, then everything is OK!
Why don't groups work for me? (((((

The prohibition is higher than the permission, if the group is allowed, and the user included in the group is prohibited, it will be prohibited.
