Why are styles not changing in Wordpress?

Hello dear developers. Faced such a problem that I can not change the font-size of H2 on the wordpress site. That is, I download style.css in a child theme, change all h2 to 28 px, fill it back, in fire bug 38px as it was. I can't understand anything. I open style.css in firebug and see font-size: 38px; download back, open locally 28px. Which I haven't tried yet. I’ll write right away that styles are not specified in html that can overlap css, I just thought now, can this be related to the caching module in some way? Please write, can someone faced such a problem?

Hammer it, I googled it myself now, I found the answer, download the Clear Cache google chrome plugin and cleared the cache and it worked, use whoever encounters all the rules should be

Maybe in the cache, but did not try to remove the css altogether to check that it pulls exactly your file? It is also possible that somewhere above this code there is an error in css, and the code below is no longer executed. You can also try adding !important to this rule and see if it works or not.

For some reason, I observe such a problem with themes that I installed in the last 2-3 months. Editing any of the files included in the theme does not bring results.
The reason is that they are somehow tied to the version of the css file itself.
Everything is solved by installing a plugin that adds its own style file. In my case, Simple Custom CSS.
