Why are styles not being applied to the option tag in the Safari browser?

I made a list of countries with flags that I added to each "option" via ":before", in all browsers everything is fine. But in safari css styles are not applied. Tested on version 11 of Safari. Please tell me why and how to fix it.

It's not cross-browser. If you want to style something a lot, find a plugin that can do it. All these before, etc. for selects will give one headache. In general, styling selects is another topic...)
