Why are SSH logs not written?

Subject. Just these errors in var/log/auth.log
Apr 23 17:43:43 localhost sshd[2106]: pam_unix(sshd:session): session opened for user root by (uid=0)
Apr 23 17:43:43 localhost sshd[2106]: subsystem request for sftp
Apr 23 17:43:43 localhost sshd[2109]: pam_env(sshd:setcred): Unable to open env file: /etc/default/locale: No such file or directory
Everything was fine before was written.
