Why are some subsystems unavailable when connected to different 1C working servers?

Colleagues, good afternoon.
Initial data:
- self-written configuration based on 1c erp
- server cluster 1c (platform 8.3.12.1790 2 cluster managers, 2 working servers)
- on clients and on the Windows server of different versions
- employees are connected by thin clients either through a terminal server or from a local computer

Working servers will be conditionally called pserver1 and pserver2.

Problem:
If a user connects to the cluster and his connection gets to rserver2, then everything works as it should.
If a user connects to the cluster and his connection goes to rserver1, then not all subsystems are available to him. In addition, some subsystems have a different number of elements. Changed interface display settings on the client - does not help. Testing was carried out on behalf of users with different rights (including administrator).

Tell me what could be the problem and how to solve it?
