It is necessary to increase the scale in 1C. Everywhere they write that there is a button in the top panel on the right, or View -> Zoom. I do not have that. Can you tell me how this can be fixed through the Configurator?

Firstly, scaling is supported in configurations on managed forms, such as BP 3.0, UNF, UT 11, etc.
Secondly, the zoom button on the top command bar on the right is only available if the platform version is not lower than 8.3.10 and not higher than 8.3.14, because before 8.3.10, this function simply did not exist, and starting from 8.3.15 and higher, the button was removed from the panel and in order to call it, you must first open the main menu.
