I open the Windows console. I dial ping ya.ru - there are answers. I dial ping euroset.ru - there is no answer. Why is this happening? The sites are all working.

In the current realities, the output of the ping utility has a rather tangential relationship to the health of services. In this case, most likely, icmp packets are being filtered for some reason.

Is there an alternative way to ping a site?

If by "pinging a site" you mean checking the health of a service (a web service in this case), then the most logical thing to do is to use an appropriate client (i.e. a web browser). In many cases, the behavior of the client can be emulated, in the case of the web - using netcat, telnet (telnet www.ya.ru 80, further in the HEAD / HTTP / 1.0 console), curl, wget, a homemade script.
