Why are social networks themselves not responsible for the content that people post on it?

A law like "10 years for hentai and the like" - why are social networks themselves not responsible for the fact that people post such pictures or videos on their sites?
How is it legal?
If, let's say. I have a social network, or something else, and someone will post what they want there - like in VKontakte - they can show me - is your site your service distributing something obscene? How do you contact the law about this? Does he have something written somewhere in the agreement during registration, or does it need to be given to someone so that your service is not touched? Or is there some kind of law that allows social networks to admit that people can post anything and then they can be held accountable, and not the site itself?

The social network provides services to an unlimited circle of people (users are not employees of the social network), relations are regulated by the Civil Code and a public agreement with the social network. Most often, it says that your page is the property of the social network, while you personally are responsible for the information that you post there, the owner of the social network has the right to delete this information in case of violation of the internal rules specified in the contract, or by a court decision in the territory presence (or in pre-trial, if provided for by laws, hi rkn).

Because otherwise it is called "pre-moderation", when the material is checked BEFORE posting. But Vkontakte does not have enough money to hire admins to pre-moderate all the content that is there.
