Why are shares and RDP unavailable?

Dear! Please advise, I encountered such a problem:
access to the win2k8r2 server via RDP is lost along with its shares, while pings go, the server - applications work (via TCP protocol), there are no errors in the server logs. When the server is restarted, the network and balls return for 15-20 minutes and then fall again.
Also, when restarting any PC on the network with windows 7, the PC freezes after the welcome screen (black screen).
It is somewhat reminiscent of a loop, but with a loop, the network falls tightly.
Tell me where to dig? What packets to watch in Wireshark?

In the evening, pull out the server and PC from the network, watch. (if you think that the local network is to blame)
