Why are SCSS styles not being applied in this authoring template?

I was chasing speed, I wanted to quickly set up a working environment: I found such an interesting template (I know the author for a long time, so I didn’t have to search for a long time), sharpened for bootstrap, gulp, sass\scss.
Look, pliz, the gallp file (the section for working with styles) and the project tree: the gallp file seems to contain a universal rule (convert this or that), but only SASS works. For some reason, there is no reaction to SCSS, but I need it.
If you can tell me something, I will be grateful. And it would be nice to describe the essence of the problem, so that I could increase my skill even by a penny :)

Just change the extension in the galp file to whatever you need.
