Why are OpenCart 3 modules not activated?

Hello!
When a module is activated (any, even a standard one, such as google sitemap or analytics), the activation status is not saved. Those. you click activate in the admin panel, a message appears that everything is OK, you refresh the page and the module is NOT active again.
What could be the problem or how to find the cause? There are no errors in the console, when clicking on the activation button, the status is 200.

What can be seen on the site? - This is a glitch of opencart 3 (or maybe some kind of build), and later modulo-developers :).
In fact, the module is active for you - and only the word in the status is not correct ...
After all, when you go into the module settings - its status is "activated"?
