Why are Office 2010 add-in templates not showing up in Visual Stuido 2019?

Studio 2019 does not appear in the list of Office 2010 add-in templates, only 2013 and above. Before that, I did add-ons in 2017 studio and everything was correct. In the installer, Office Add-in Development Tools installed.
What could be the problem?

each studio supports a couple of generations of office - current at the time of release of the studio + one older one

Perhaps the .NET Framework on a fresher PC needs to be rolled.
