Why are no CNC links available?

When you turn on the CNC on Opencart 2, everything seems to work as it should.
Only pages remain accessible via non-NC links.
For example, a product is available via two links
/index.php?route=product/product&product_id=33
and
/samsung-syncmaster-941bw
In Opencart 1.5.6. did not observe this.
