Why are LVMs not activated at startup in XenServer after changing logical volumes?

According to the documentation:
habrahabr.ru/post/86769
reduced the size of Local storage and created a logical volume for storing ISO images in free space
Connected them as Local storage and NFS
Restarted, logical volumes are not active:

[[email protected] ~]# lvscan
  inactive          '/dev/XSLocalEXT-c1eb4967-e379-7742-848d-c55b0db4d777/c1eb4967-e379-7742-848d-c55b0db4d777' [903.50 GB] inherit
  inactive          '/dev/XSLocalEXT-c1eb4967-e379-7742-848d-c55b0db4d777/iso' [20.00 GB] inherit

Running lvchange -ay leads to activation and all volumes work properly. I
tried to update the Local storage parameters:
xe-lvm-upgrade ecbe93e3-72e8-143d-3d8e-54463ec07f44
After the reboot, nothing has changed
For some reason, when the server is sent for reboot, it turns off for a very long time (3-5 minutes)
- it does not respond via SSH;
- responds to ping;
How to diagnose where it stops on restart? In the /var/log folder, it was not possible to find the culprit of such a long reboot, before changing the size of the logical volumes there were no delays.
What data is still needed to analyze and address these issues?
