Why on the site v-chelny.ru.isp.fozzyhost.com , everywhere where content should be loaded, lines like {release_news} are displayed and how to fix it?

They probably don't work out templates. Very similar to Smarty.

Most likely the template engine does not process the template.

It’s hard to understand what’s wrong without the source code, I’m sure they will help you freelance for a purely symbolic amount.
