Why are libraries rolled back?

Hello! At me after reset of Windows, libraries are periodically deleted. How to remove it? I'm tired of waiting for them to be installed :( Thank you!

Hello.
Can you tell me how you install the libraries? And where exactly?
Maybe you make a virtual venv container, then the libraries are put only in this container project and they are isolated from others.
This is how Pycharm works for example.
Isn't that what your terminal looks like by any chance?
