Why are items not added to the cart in incognito mode and until you go to the cart page yourself?

Products are not added to the cart until you go to the cart page on your own, and in incognito mode they are not added at all, because of what this may be and how to fix it.
The Bitrix version is old, specifically "1C-Bitrix: Site Management 11.5.9".
