Why are incoming phone calls not going through?

Good day to all ... Such a situation, there is a Samsung Galaxy S8 phone with a SIM card beeline. There is also a Panasonic KX-TGP600 SIP phone configured to the same number. Outgoing calls work with a SIP phone, but only Samsung rings with incoming calls. How to make both devices ring, or only Panasonic rings?

It seems like this can't be done. One sip account - one registration - one device, respectively.
For an asterisk, a similar functionality is solved by creating a second sip account and a queue with strategy=ringall. In your case, the question should be directed to the support of the sip provider.
