Why are ICMP packets not getting through?

Unexpectedly, an incomprehensible problem appeared, before that I encountered it. It consists in the fact that when checking a ping or when I do a trace, I do not receive packets, as in cases where there is no connection to the resource. However, the Internet is working fine, I calmly go to sites that are not being pinged at this moment.
Interested in the moment why ICMP packets do not pass and how to fix it? Why is it bad?
