Why are free domains not indexed?

Hello!
Freenom has a bunch of free domains: tk, ga, ml and a couple more. I noticed that there are almost a few sites that can be found in Google, although domains are registered and sites hang on them, if you don't care.
Why is it so?

Because low-quality sites are often hosted on such domains.
This has two consequences:
1) Poor quality sites are poorly indexed
2) The search engine treats them with more suspicion

Search engines impose restrictions (filters) on sites in such domain zones, this is a consequence of the use of free domain zones by doorway builders.
From my observation, Y doesn't like free zones any more than Google does.
All this does not mean that a normal site from such a zone will not get into the index - it will, but it will take more time.
By the way, the list of zones not loved by search engines is not static and is not limited to free zones. So, for example, at one time search engines did not like .info (due to the fact that it was free at the start of the zone), then they did not like .in, and now both zones are indexed on a common basis.
