Why are files not uploading via FTP?

I'm debugging a template of one site for DLE 11. I want to upload a picture via FTP. FileZilla outputs the following:
Command: STOR UTF-8.zip
Response: 553 Could not create file.
Error: Critical error while transferring files
I also can't remove/reassign permissions for the public_html folder. Perhaps a cant with the rights but I do not understand where. Tell me please

It looks like the user you're logging in as doesn't have permissions.
