Why are files not uploaded to Ftp via PHP on a VPS server?

Such a situation, the script located on the VPS server does not upload files to FTP using php.
Works on shared hosting, works on localhost too. As I transfer to vps (and it doesn’t matter under Linux vps or under Windows), it completely refuses to upload files to ftp. All ports are open, firewall is disabled. Tried passive boot mode - doesn't work either. (ftp client from this server connects only through passive mode)
I tried to install another hosting provider on vps - the same thing.
I put another script, it does not work either. And the download does not work, the download works fine.
Here is the error. Please help me, I don't know what to do

do not use Windows and you will be happy.
Or set up a firewall

Do you have write permissions to the folder? Are there any problems when using the desktop ftp client?
