Why are emails stuck in outgoing outlook 2007?

Letters in the outbox folder are stuck and are not sent when you try to click "send and receive"
BUT. Letters are sent separately, if you click on it and do "send" then it goes away without any problems.
The whole problem is that there are more than a thousand letters.
