Why are css styles not included?

I'm new to layout, I use Brackets, and when I was building the site, I looked at it through Live Preview, everything was as I should, but when I launched it in the browser, everything looked askance, as if the styles were not connected, although it was written in index.html

<link rel="stylesheet" type="text/css" href="/css/new.css">

what could it be? The Chrominium browser, and by the way, noticed that the scroll does not work in Live Preview, does it work for everyone?

that's right... check the location of the file /css/new.css
